Yes, on NMC’s student-abroad route. For Students to Study Abroad states that Indian citizens/OCI intending to obtain a primary medical qualification outside India on or after May 2018 shall have to mandatorily qualify NEET. The result “shall deem to be treated as the Eligibility Certificate,” provided Graduate Medical Education eligibility for MBBS is also met. Keep the scorecard. Count three years from NTA’s declaration date.
This is not consultant folklore. The same rule sits in the amendments to the Screening Test Regulations, 2002 and the matching Eligibility Certificate regulations (public-notice language on that page, including the 11 December 2018 reminder for academic year 2019–20). Erstwhile MCI and today’s NMC are one chain on this point: NEET for foreign medical colleges is an Indian eligibility document, not a courtesy the university may waive.

NTA NEET-UG is the exam body. Do not treat a foreign offer letter as a substitute for a qualifying scorecard. NMC has warned students not to take admission offers that skip NEET.
“We find absolutely no reason to interfere with the regulations, in which context, the learned counsel sought for a one-time exemption as applicable to the petitioners. The Court dismissed petitions seeking a one-time NEET waiver for foreign MBBS. Same reporting: Indian Express, 21 February 2025. The live rule you obey is still NMC’s student-abroad text — the order is why “the university didn’t ask” is not an exemption.
Counsellor insight 1: The families who get hurt are not the ones who “forgot NEET exists.” They are the ones who treated a university’s admission circular as Indian law. Admission is the campus’s door. NMC’s door is still NEET-UG.
Does NEET apply to private foreign universities?
Yes. NMC’s student-abroad text does not split public and private. It says any medical institution outside India. A private foreign faculty that “does not ask for NEET” is describing its intake. It is not describing NMC and MCI rules for a foreign medical university as they apply to an Indian citizen who later wants Indian registration.

Myth: “NEET is only for government medical colleges in India, so private foreign universities are exempt.”
Reality: NMC’s May 2018 rule is about the student’s citizenship and the location of the primary qualification, not about who owns the campus. Private, public, “international branch,” or “English-medium faculty” — if it is a primary medical qualification outside India and you are Indian/OCI on this route, NEET is the Eligibility Certificate.

Can I do MBBS abroad without NEET in 2026?
A foreign university can enrol you without a NEET-UG scorecard. That is admission. It is not NMC’s eligibility route. If you are an Indian citizen or OCI taking a primary medical qualification abroad from May 2018 onwards and you later want to sit FMGE (or NExT when it applies) and register in India, MBBS abroad without NEET is not the file NMC describes. Decide the career geography before year one — not in year five.
This is the only honest split:
- Career in the awarding country (or a third country that does not use NMC’s gate): the foreign regulator and that country’s licence rules decide. Global Edge still asks you to read those rules in writing. We do not pretend NMC has vanished.
- Career in India: is NEET required for MBBS abroad is yes. Then the course must be checkable against current FMGL Regulations, 2021, and you sit the screening exam in force. As of August 2026 that exam is still FMGE.
NMC’s student-abroad page tells Indian citizens/OCI that from May 2018 they “shall have to mandatorily qualify” NEET for a primary medical qualification outside India, and that the NEET result is treated as the Eligibility Certificate if they also fulfil Graduate Medical Education eligibility for MBBS.

NRI / OCI wording on a university form does not create a NEET waiver for an Indian citizen. If NMC’s “Indian Citizens/Overseas Citizen of India” line applies to you, plan on qualifying.
Counsellor insight 2: Families often say “we will not practise in India” in August and unsay it after a transfer or a licence that never materialised abroad. If India must remain possible, do not skip NEET because a private campus was easier this intake.

NMC’s three-year NEET validity for the abroad route is a score clock. Indian MCC/state counselling for that year’s Indian seats is a different process. Do not mix “this score still works for Georgia in 2028” with “this score still works for an Indian government seat in 2028.”

If a pre-medical or language year will push the admission letter past the three-year end-date, you need a fresh NEET. The university’s “foundation year starts in October” line does not rewrite NMC’s calendar.
NMC states the NEET result shall be valid for three (3) years from the date of declaration of result, entitling a candidate to pursue MBBS or equivalent including pre-medical/language course, if any, followed by MBBS or equivalent.

What does NMC say about NEET — and what does NEET not do?
NMC says qualify NEET (from May 2018 on this route), treat the result as the Eligibility Certificate where GME eligibility is met, and keep that result inside three years. NMC does not say NEET allots a foreign seat the way MCC allots Indian seats, that a high score makes a campus “NMC approved,” or that NEET replaces FMGL, internship, or FMGE. NMC’s student-abroad page also says the Commission does not endorse any list of foreign medical institutions or universities. Qualifying NEET does not put a college on a list that does not exist. Campus checks are how to check a foreign medical university plus FMGE rules for MBBS abroad.
Historic exemptions on that page (certain recognised-qualification pathways in specified countries, as the live text describes) are not the Russia / Georgia / Central Asia counselling universe Global Edge maps. Do not import them into a Bishkek or Tbilisi offer.
What should Indian families do with a 2026 scorecard?
This is the India-student hour: loans, relatives, and a result declared on 16 July 2026.
- Qualified vs marks: NMC requires you to qualify. It does not publish a special “abroad cut-off” in marks. The percentile floors are NTA’s, for that session. Confirm your scorecard on neet.nta.nic.in. Do not use a coaching chart from 2024.
- Loans: Banks fund documents. A NEET scorecard plus an offer letter is not an FMGL audit. If India is the plan, run campus checks before the first instalment.
- Passport / medical fitness: Typical admission and visa asks. They do not replace NEET.
- Country is living, NEET is law: Georgia’s campus page is MBBS in Georgia. Russia, Kazakhstan, Kyrgyzstan and Uzbekistan sit on the hub until dedicated slugs are live. None of those flags waive NEET.
In Green Park the messy NEET files are rarely “we never heard of the exam.” They are a 2023 scorecard used for a 2027 admission letter, a private-campus WhatsApp that said “NEET optional,” or a parent who thought 180 marks was “close enough” in a year when their category’s qualifying band sat higher. Close is not qualified. Print the status line and the declaration date on the same afternoon.
- Download the NTA scorecard. Note qualified / not qualified and the declaration date.
- Write the three-year end-date on a calendar. If a language year is planned, still use that end-date.
- If the status is not qualified, do not pay an “MBBS abroad without NEET” seat if Indian registration must stay possible.
- Only then shortlist legal university names and run FMGL checks — how to check a foreign medical university.
- Pay the university account on the offer letter, not a third-party “seat.”
If you want that stack on your scorecard rather than on a country average, that is a counselling hour.
What changed for NEET and MBBS abroad in the last 18–24 months?
The May 2018 NEET mandate and the three-year validity did not disappear. What moved in 2026 is the scorecard itself: NTA declared NEET UG 2026 results on 16 July 2026 (after the 21 June re-exam). FMGL, FMGE, and NMC’s “no university whitelist” line are separate files — they did not become a NEET waiver.
